1. Basic situation of project construction
The project is located at No.6 Kangbao Road, Economic Development Zone, Miyun District, Beijing, with a total area of 8,190 square meters. The center coordinates of the site are 116.80970°E and 40.35997°N. The south side of the east side is the land used by Beijing Beishute Women's and Children's Products Co., Ltd., the west side is vacant, the north side is adjacent to Kangbao Road, and the north side of the road is the original Beijing Zhongtai Electric Heating Co., Ltd. (idle).
Project products include: functional material premixed rubber and a small amount of products, printing rubber roller premixed rubber, industrial rubber roller premixed rubber, hydrogenated nitrile premixed rubber, and the total annual output of various premixed rubbers is about 5,000 tons.
The project started construction in October 2015 and was put into trial operation in September 2017; the actual total investment was 30 million yuan, of which environmental protection investment was 1.715 million yuan, accounting for 5.72% of the actual total investment.
2. Environmental approval status of project construction
In January 2014, Beijing Zhonghuan Ruide Environmental Engineering Technology Co., Ltd. completed the "Environmental Impact Report of Beijing New Rubber Polymer Materials Co., Ltd. Annual Production of 5000 Tons of Special Premix Project". The Environmental Protection Bureau of Miyun District, Beijing On July 9, 2014, the document was approved by the Miyun District Environmental Protection Bureau on the Environmental Impact Report of Beijing New Rubber Polymer Materials Co., Ltd. with an annual output of 5,000 tons of special premixed rubber project (Mi Environmental Protection Review [2014] No. 336) Approved.
3. Project changes
The land occupation, construction area, production equipment, and product capacity of this project are consistent with those in the EIA stage; 4 sets of VOC treatment facilities have been added to the environmental protection facilities, and the environmental protection investment has increased by about 1 million compared with the EIA stage.
Fourth, environmental protection facilities construction and debugging effects
(1) Wastewater
During the production process of this project, the equipment cooling water is equipped with a circulating pool, and the cooling water is recycled and has no external discharge; the project is equipped with bathrooms and toilets, so the daily domestic sewage generated by employees is toilet sewage, which is directly discharged into the sewage pipe network of the development zone; canteen wastewater After the oil is separated by the grease trap, it is discharged into the sewage pipe network, and the waste water is finally discharged into the sewage treatment plant of the development zone for unified treatment.
The acceptance monitoring results show that the total discharge outlet pH value, chemical oxygen demand, five-day biochemical oxygen demand, suspended solids, ammonia nitrogen and other discharge concentrations are in line with the Beijing "Water Pollutant Discharge Standard" (DB11/307-2013). The discharge limit requirements of water pollutants in urban sewage plants.
(2) Exhaust gas
The air pollutants of this project are mainly non-methane total hydrocarbons and particulate matter produced during the production process of the east and west workshops and oil fume produced in the staff canteen.
The south and north sides of the west workshop are discharged through 15m high exhaust cylinders after being purified by activated carbon, and the main pollution factor is non-methane total hydrocarbons; the north side of the east workshop is discharged through 15m high exhaust cylinders after photooxidation catalytic treatment, and the main pollution factors are Non-methane total hydrocarbons; the south side of the east workshop is discharged through a 15m high exhaust cylinder after bag dust removal and photo-oxygen catalysis. The main pollution factor is particulate matter. The main pollutants discharged by the unorganized are particulate matter. The oil fume generated during the operation of the canteen is treated by the oil fume purifier and discharged through a 4m high exhaust cylinder.
The acceptance monitoring results show that the concentration and rate of the organized emission of production waste gas meet the requirements of the Beijing "Comprehensive Emission Standard for Air Pollutants" (DB11/501-2007); the concentration of unorganized emissions of production waste gas meets the Beijing "Comprehensive Emission Standard of Air Pollutants" "(DB11/501-2007) Relevant standard requirements; Canteen catering oil fume meets the limit requirements of "Emission Standard for Cooking Fume (Trial)" (GB18483-2001).
(3) Noise
The noise pollution sources of this project mainly include internal mixers, tablet presses, rubber strainers, packaging production lines, cooling towers and fans. Low-noise equipment is selected for the equipment and noise reduction measures such as airtight sound insulation and foundation shock absorption have been adopted.
Acceptance monitoring results show that the noise value (daytime and nighttime) of the factory boundary meets the requirements of category 3 standards in the "Environmental Noise Emission Standard for Industrial Enterprises" (GB12348-2008).
(4) Solid waste
The solid waste generated in this project is divided into general industrial solid waste, household garbage and hazardous waste.
General industrial solid waste is recycled by relevant departments as materials. The dust collected by the bag filter is all powdered raw materials for production, and all are recycled for production and not discharged.
Domestic waste is collected and processed by the property department Beijing Power Technology Development Co., Ltd. The kitchen and kitchen waste are handled by Beijing Jiyunjie Biotechnology Co., Ltd.
Hazardous waste is handled by Beijing Jinyu Mangrove Environmental Technology Co., Ltd.
5. Acceptance conclusions and suggestions

During the implementation of the project, the environmental impact assessment and the "three simultaneous" management system have been implemented, and various environmental protection measures and requirements put forward in the environmental assessment and its approval have been implemented. The project basically meets the environmental protection acceptance conditions of the completion, and it is recommended to pass the acceptance.

1 Strengthen the daily environmental management of this project, the daily management and maintenance of various environmental protection facilities, ensure the long-term stable discharge of various pollutants, and formulate environmental emergency plans.
2 Conscientiously implement and abide by the self-monitoring plan, regularly entrust a qualified third-party environmental monitoring agency to implement self-monitoring, timely grasp the status of pollutant discharge and disclose self-monitoring data.
